Join our team of bright, committed and energetic people who also want to make an impact through public service.ABOUT THE POSITIONThe Behavioral Health and Recovery Services (BHRS) Division Director oversees the operations, performance, staff, and resources of the Division's Quality Management Program, Beneficiary Access Line (24/7), and Behavioral Health Information Technology (HIT) services. This position supervises staff in areas such as performance management, coaching and staff development.In this role, the Division Director oversees quality improvement and quality assurance activities of the Division, including service authorization functions, provider credentialing, management of mental health managed care contracts, and assessment of organizational performance related to access, timeliness, quality, and outcomes. This position also assists in Department and Division efforts to develop and ensure that policies and procedures comply with applicable Federal and State regulations and standards. The Division Director also oversees the Division's Beneficiary Access Line (24/7), whose staff performs behavioral health screenings, assessments, referrals, and service authorizations. The Division Director oversees a small Behavioral HIT staff, which is responsible for managing the mental health electronic health record and claiming systems. The Division Director may provide leadership in planning, procuring, and implementing a new Electronic Health Record system.This position is responsible for maintaining the program's budget. The Division Director evaluates and ensures proper trainings and working structures to ensure compliance with practice guidelines, as well as State and Federal regulations and policies. In addition, this position closely coordinates with all BHRS Division Directors, HHS Fiscal and Compliance teams, and contracted providers, as well as serves as a member of the BHRS senior management team.There is one (1) full-time vacancy in Health & Human Services, Behavioral Health & Recovery Services Division (BHRS).ABOUT YOUOur Highly Qualified Candidate:The ideal candidate for this position will have a strong foundation in behavioral health and extensive experience and knowledge of operating in a Medi-Cal managed care environment, including responsibility for managing quality improvement and quality assurance functions. The candidate will have a strong background in data governance and eagerness to promote a data driven culture. They will have strong organizational and analytical skills, including demonstrated experience in continuous quality improvement and embedding an equity lens and metrics into their work. The candidate will have demonstrated experience in consistently interpreting, communicating, and implementing applicable laws, codes, regulations, policies, and procedures. The ideal candidate will have experience in information and healthcare technology, including electronic medical records. They will have strong leadership skills and will be experienced in managing and supervising behavioral health programs and staff; able to manage personnel related issues; and able to communicate effectively both verbally and in writing. Experience collaborating with internal and external stakeholders including collaborating with consumers and community-based organizations in quality management, data collection, and data governance is ideal. The Division Director will be expected to work closely and cooperatively with the Behavioral Health and Recovery Services senior management team and partners.We recognize your time is valuable, so please do not apply if you do not have at least the following required Minimum Qualifications:Any combination of education and experience that would provide the knowledge and skills listed. Typically, a Bachelor's degree in counseling, marriage and family therapy, nursing, psychology, social work or a related field and four years of experience appropriate to the assignment (experience in quality management AND compliance and data analysis within the context of behavioral health) including one year of supervisory experience. License Requirement:This position requires clinical supervision of staff and must be professionally licensed as a Marriage and Family Therapist, Licensed Clinical Social Worker, Registered Nurse, or Clinical Psychologist in the State of California. Otherwise qualified non-California residents must obtain a California license within timelines consistent with the Business and Professions Code of California after moving from another state.
