The County Administrator's Office (CAO) is the County's central management office, responsible for preparing the county budget, providing the Board of Supervisors with the information they need for making decisions, representing the county in intergovernmental relationships, coordinating the work of county departments, and ensuring they provide timely, accurate and coordinated information and services to the public. The CAO ensures the work of the county's 22 Departments aligns with the Board's goals in advancing racial equity, disaster preparedness, affordable housing, county infrastructure, reducing carbon emissions, and employee recruitment and retention.
ABOUT THE POSITIONThe Marin County Administrator's Office is recruiting for the position of Strategic Projects Manager (Administrative Analyst III classification), a full-time regular hire position. A hybrid work schedule offering employees greater flexibility may be available for this position.

The Strategic Projects Manager position is an exciting opportunity to lead and support a variety of county-wide initiatives that strengthen business processes and improve services to internal and external customers. The incumbent will collaborate with diverse employee stakeholder groups at all levels, with residents, community groups, and appointed and elected officials on a wide variety of special projects. Some project examples may include, but are not limited to:

  • Revamping the County's Performance Management and Open Data initiative, COMPASS
  • Supporting the CAO Budget Team on analysis and programming of one-time funding in alignment with Board priorities
  • Coordination with local cities on cross-jurisdictional issues like homelessness or infrastructure
  • Design and management of the County's biannual Resident Survey
  • Community outreach including leading resident and business working groups on topics such as housing and economic development
  • Implementing new employee or resident assistance programsABOUT YOUThe Highly Qualified Candidate has extensive knowledge of public administration and/or public policy and possesses experience in a local government setting. In addition, they have demonstrated competence in the areas of:

    • Project management and proficiency with project management tools and systems
    • Managing project budgets
    • Strong analytical, reporting, computer and data management skills - including data visualization tools
    • Exceptional communication, interpersonal, organizational and presentation skills with experience leading stakeholder group meetings and facilitated decision making processesThe ideal candidate will also exhibit leadership skills, has the ability to work independently on multiple projects, is flexible, can make sound data-driven decisions, and has a commitment to producing excellent work products while meeting deadlines. Possession of an MPA or MPP is also highly desirable.

Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, management or organizational analysis work. At least one year of the required professional experience must have included journey level experience in the area of assignment.       Important Information: Pursuant to the Order of the Marin County Public Health Officer it is required that all County employees confirm their vaccination status. Depending on work assignment and applicable Public Health Order, some employees may be required to be fully vaccinated and/or consent to weekly COVID-19 testing. To help mitigate transmission, an Order of the Marin County Public Health Officer strongly recommends for all individuals, regardless of vaccination status, to continue to wear face coverings in all indoor office settings for the safety of our employees, visitors, and residents.

      Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
