EAH University, an in-house training programThis position is for a
full-time (40 hrs/wk) Compliance Program Analyst to work at EAH
Corporate in San Rafael, CA. This is a hybrid remote position.
Qualified candidates will have minimum two years of experience
working with an affordable housing development and management
company as a Compliance Specialist, Property Supervisor or Project
Manager. Experience in reporting to and working with agencies such
as HUD, TCAC, HHFDC, Spectrum, CalHFA, HOME, USRDA, HCD and RHCP.
Salary range: $64,480 - $97,760 per year; hiring range for new
employees is generally $64,480 - $81,120 per year, DOE. COMPANY

for facilitating the implementation of policies and procedures
related to federal and state disability
laws regarding access for people with disabilities, including
Section 504 of the Rehabilitation Act of 1973 and the
American Disability Act (ADA) for EAH properties. Serves as the
point of contact for inquiries from public and
government agencies, applicants, and residents of EAH communities
as it relates to accommodation, effective
communication, grievances, and victims of Violence Against Women
Act ("VAWA") crimes.RESPONSIBILITIES
- Where outside counsel is not necessary, handles all complaints
received by HUD for EAH communities
and Fair Housing claims, negotiations, responses, and adherence to
agreements.
- Where outside counsel is necessary, works with outside counsel
to prepare responses, negotiations
and where necessary, Voluntary Compliance and Conciliation
Agreements and timetables.
- Reviews, revises, updates, and, as necessary, assists in the
preparation of, among others, lease
changes, notices, management plans and marketing plans as it
relates to fair housing, accessibility,
and grievances.Section 504
- Monitors and evaluates management's adherence with state and
federal regulations. Researches,
analyzes, and interprets applicable laws and regulations relative
to assigned area of responsibility and
makes recommendations based on findings.
- Reviews policies and procedures to ensure that there are no
barriers that would preclude participation
in the rental of units and throughout tenancy by someone with a
disability.
- Addresses questions pertaining to reasonable accommodation and
modification and ensures
consistent application of rules and reduces the risk for perceived
discrimination.
- Reviews and responds in a timely manner to all reasonable
accommodation requests submitted by
applicants and residents of the Housing Authority of the City of
Los Angeles (HACLA) communities that
are managed by EAH. Submits monthly Section 504 tracking sheet to
HACLA by the tenth (10th) of the
month.
- Reviews reasonable accommodation requests that require denial
or alternative accommodation for all
other EAH managed communities within required time frame according
to Fair Housing requirements
and EAH policies and procedures.
- Ensures necessary documentation/information is submitted to
complete the reasonable
accommodation determination.
- Ensures all requests for reasonable accommodation received
orally or in writing are properly
documented and tracked with their outcomes.
- Collaborates with Facilities and REM to provide proposed unit
modifications or alternative modifications
to residents. Ensures that substantial alterations, when
undertaken, meet the requirements of the
applicable accessibility standards.
- Maintains records and reports of efforts to meet the
requirements of Section 504 and keep these
records on file for review.Violence Against Women Act (VAWA)
- Serves as the primary contact to respond to questions from
management regarding VAWA compliance
and requests.
- Promptly responds to applicant/resident claims of domestic
violence, dating violence, sexual assault,
and stalking.
Ensures adherence to the properties Emergency Transfer
Plan.Grievance Coordinator
- Develops, maintains, and disseminates grievance-related
policies, procedures consistent with EAH policies and applicable
regulatory requirements. Develops and maintains written procedures
for filing grievances, conducting internal investigations, and
responding to grievances. Develops and conducts training for
managers.
- Conducts and oversees grievance hearings in accordance with
EAH, the City of Los Angeles, the Community Redevelopment Agency of
the City of Los Angeles (CRA/LA) and other applicable program
requirements regarding grievance policies and procedures.
- Receives and examines relevant information on issues brought
before the hearing.
- Provides a written decision promptly to the participant in all
hearing matters consistent with legal requirements. Maintains
auditable records of all informal hearings.
- Serves as Grievance Coordinator for CRA/LA funded communities
and assists staff with quarterly report submissions to the Los
Angeles Housing Development (LAHD) Accessible Housing Program
(AcHP) website.Disability Coordinator
- Serves as the Disability Coordinator for CRA/LA funded
communities and assists staff with quarterly report submissions to
the Los Angeles Housing Development (LAHD) Accessible Housing
Program (AcHP) website.
- Reviews, revises, updates, and, as necessary, prepares LAHD
Property Management Plan and submit to the AcHP Analyst the plan
for review and approval.
- Downloads required policies and documents and ensure staff
adherence to the policies and use of forms.
- Registers on an annual basis for mandatory LAHD Fair Housing
training. Ensures site staff register and attends mandatory LAHD
Fair Housing training annually.OTHER ASSIGNED DUTIES:
- Provides any related training and education to staff on updated
504/ADA/Fair Housing requirements, VAWA forms and procedures, EAH
Grievance procedures, lease agreements, and effective
communication.
- Assists Real Estate Development (RED) and Real Estate
Management (REM) with the preparation of property management and
marketing plans for Requests for Proposal (RFPs), Request for
Questionnaire (RFQ) and NOFA application submissions.
- Assists with the coordination of staff efforts, along with the
Compliance Director, in ongoing management of long-term special
projects including:
- Limited English Proficiency (LEP) planning and implementation -
adherence to Title VI of the Civil Rights Act of 1964; obtain
spoken language demographics of applicants, residents, census
tract, City and County; complete 4-Factor analysis to determine
language interpretation requirements.
- Affirmatively furthering fair housing - assists to meeting and
certifying compliance with our duty to affirmatively further fair
housing on an annual basis to HUD to ensure funding obligations are
fulfilled.
3. Emergency planning - review, propose changes to Facilities and
REM if necessary to EAH Emergency Evacuation Plan as it relates to
persons with disabilities.
- Lead-Based Paint and Asbestos - ensure lease documents follow
Lead and Asbestos disclosure rules.
5. Effective Communication (Auxiliary Aid) - ensures effective
communication with applicants, residents, and members of the
public. Adheres to Title II, ensuring whatever is written or spoken
must be as clear and understandable to people with disabilities as
it is for people who do not have disabilities. Ensures site staff
hire qualified sign language interpreters in person or through
video remote interpreting (VRI) services, use large font, real-time
computer-aided transcription services etc.
- Actively participates in EAH's Injury and Illness Prevention
Plan
- Regular and predictable attendance.
- Other duties as assigned.QUALIFICATIONS
Associates degree or equivalent combination of
education/training/experience. Minimum two years of experience
working with an affordable housing development and management
company as a Compliance Specialist, Property Supervisor or Project
Manager. Experience in reporting to and working with agencies such
as HUD, TCAC, HHFDC, Spectrum, CalHFA, HOME, USRDA, HCD and
RHCP.OTHER REQUIREMENTS
- Must have valid driver's license and DMV clearance.
- Must have access to reliable vehicle and maintain own auto
insurance in accordance with EAH minimum requirements.
C. Up to date on Fair Housing Training.
- COS (Certified Occupancy Specialist) or CPO (Certified
Profession of Occupancy) and TCS (Tax Credit Specialist; SCS - Site
Compliance Specialist or SHCM - Specialist in Housing Credit
Management or any related designation) certification.DESIRABLE
